Here we have an urban guerilla type with improvised equipment--a common sight on many worlds. This particular example has made do with the heat-resistant protective gear used in high-intensity welding. Made of high-impact plastic with a carbon-fibre core, this has proved surprisingly resistant to the tasers, shock rods and low-velocity 'baton rounds' used by riot police. Coupled with easily obtained, outdated surplus protective vests, this gear has permitted many of its wearers to last long enough to perform their missions without succumbing to the police, who rarely possess high-velocity EM infantry coilguns.

He wields an 8.5mm submachinegun firing caseless ammunition--not really effective against armour, but then, his civilian targets rarely wear them. Such weapons, though commercially available, are easily manufactured with the use of multilathes and portamills. The same goes for his grenades, which are basically jumped-up pipebombs with 'mousetrap' igniters.
